Repaired in what way? What lens? Most of them are not hard to take apart and it's not hard to clean and lube them. Even fungus can be removed, if the glass isn't etched, but some of the things beyond that will take a speciallist. Also, there are a few lenses that are not easy to take apart. Look at the back of the lens. Do you see retaining rings with notches? If so, it's probably an easy job.
It looks like the aperture blades are stuck. They don't turn at all when the aperture ring is moved, even though the clicks feel smooth. Maybe they just need to be cleaned? I'll get back with some specifics on the lens make / model.

I've cleaned a few from more modern Pentacons and the aperture blades on most SLRs are not supposed to move until you trip the shutter. The aperture blades need to be open until then so you can focus.
