Petri Racer Problems

I have a Petri Racer can't seem to take an entire roll of 24exp film. When I get to frame 20 it gets harder and harder to wind the film and eventually rips one of the sprocket holes (don't know technical term). Anyone know what's wrong and how to fix it?
