Please Help with my Avatar!

Its very frustrating. I can't seem to get my Avatar right. I take a photograph in Photoshop elements and set it for 125 X 125 pixels and try to upload it. It always comes back saying the file is too large no matter what I do. I did an experiment and copied someone else's and sure enough it was 125 X 125 once put into my photoshop. then I tried to upload it as my own as an and it said the file was to big almost twice the allowable size...Please Help is there something I am missing?

In photoshop it will say the size but once I save it and open it again it is a bigger size??

Figured it out!! Just used Microsoft Picture manager to shrink it!

what resolution was it saved at?
72dpi is best/smallest file size.
