Pan, it is Tsjernenko. The picture was taken in Stolin in Belorussia some time ago, but not much has changed since then.

The guy in the frame is former Soviet First Secretary Chernenko. He was replaced by Gorbachov after his death. So he was the last, pre-perestroika Soviet leader.
