Problem when developing 2 rolls at a time?

Hi There,

I'm new on the forum but have been checking the website out for a long time. Photo.net was too mean for me.

I'm posting because I need some advice. I just developed 2 rolls of 35mm film together in my Universal Paterson tank for the first time. Until now I only processed one roll at a time.

I'm scanning the negs now, and one of the rolls looks very strange. Foggy in some areas. I was sure I had done everything right.

Any ideas what mistake I could have made?

Any help would be appreciated.

Do you know if this was the top roll in the tank? I don't recall the amount of developer stated, but I use 800ml in a Paterson tank designed for 2 35mm reels. Even if I only load 1 reel. Developer is cheap. Too much can't hurt.
