Don't know about Fuji X RAW files, but I sometimes use Elements, and I'm not in the Adobe Cloud scheme.

As far as I know PSE 12 is not part of CC. My CC subscription only includes PS and LR. When I open my CC App, it shows 25 other CC apps. PSE 12 is not one of them.
I do not know if PSE 12 uses ACR directly and if so, whether or not it automatically updates to the most current version of ACR.
