Question RE: 135mm f4 Tele Elmar- Version II

Just picked up what looks to be a pretty much mint version of this lens. Image quality using it on my M9 is very, very nice. Beautiful piece of work, but I do have one question if anyone knows the answer.

Between the focus and aperture rings, there a piece that rotates loosely if you turn it. With the lens fully extended at the minimum focus distance it covers the entirety of the space between the two rings. Just curious what role this piece plays in the overall construction.

Another interesting point I noted last night, this lens is coded by Leica, but the EXIF data in the image files from my M9 show the lens to be the newer 135mm f3.4, not the 135mm f4 Tele Elmar, LOL...
 
Well, I answered my own question regarding that piece as it eventually completely came unscrewed. Once I fully screwed it back in, I see now it moves with the aperture ring.
