Questions on new darkroom set-up

I just recieved a box from Adorama that has everything I'll need to start developing my own B&W film. Everything seems to be there, but I have a question - how much developer should I use to develop two rolls in the two roll tank? It's one of the Adorama brand stainless tanks that holds two rolls of 35mm, an has no markings on the box or tank as to how much developer I should use.

Do I just trial and error it with water to see how much it takes to submerge both reels? Or do I need to leave airspace? Also, I'm shooting a mixture of Tri-X 400 and Neopan 1600 - obviously I shouldn't develop the two different kinds of film in the same tank at the same time, so if want to develop one roll should I still fill it to the top? Or should I just submerge the one roll?

One more question - should I use the same amount of fixer and developer?
 
I would put both reels in there, then take a beaker/graduate with a known quantity of water. start with about 20 oz or 600ml. Pour until both reels are covered plus maybe 3-5mm of extra at least. you want to leave a little room in there, so you'll have to judge how much excess you can fit in there but leave a little room. Even 1 mm extra from the actual lid is sufficient, if your agitation is sufficient to break the flow of liquid.

I still fill to the top even when it's one roll. Not everyone does. Always put both reels in.

Yes on quantity of fixer and other chemicals.

If it is the same size as a Nikor stainless (two roll), the quanitity is 15oz. The Nikor single is 8oz (go figure).
