Random black or white spots?

Hello, I notice that sometimes my pictures come out with a few random black or white spots (shooting RAW). They are never in the same place so I assume my sensor is OK? It's just annoying to have to photoshop them out using the cloning tool. Any thoughts on this? Thanks.

dust on the lens, front or rear element, or filter?

Thanks for the replies. No dust, as they are moving. They are usually black or white on a white or black background (example: a black spot on a white wall or a white spot on black hair).
