From the copy: "The lens had a really unusual cover with a well-known stamped German World War 2 logo."

Sounds like that might be the reason for the black dot. The copy also acknowledges that the camera is a fake...maybe it was edited after some complaints?
 
They say clearly that's a fake Leica and possibly a FED 2 or 3. They also say that the lens seems to be an Industar and its cap has an engraving with a "German WW2 logo", and thus the superimposed black dot, truly a finesse.
