removing dust and scratches on film

Hi all

after developing my last roll two nights ago I found some nasty spots that I believe were caused by too much wetting agent that I used after the wash rinse, or maybe from some mineral residuals that were found in the water used for the final wetting treatment.

I'm wondering now if there's any remedy I can use to remove those spots and, possibily, scratches, since I already cut the negatives in strips of 6 (I realized there were marks only after scanning them).

Could I just wash back the single strips? Or is this a bad idea?

When I find anything on my just-developed and just-dried negatives (other than scratches), I simply put a couple drops of Photo-Flo in a graduate, fill it up with 75 degree water, dip the cut negative strip in it for a few minutes, take the strip out, wet my clean thumb and forefinger with the water/Photo-Flo mix, and rub both sides of the affected negative strip gently for at least 10 seconds. Then I rinse it and hang it on a clothespin in my darkroom to dry. This works every time!
