Here's a small program from Microsoft to easily resize images without having to open an image manipulation program like Elements or Photoshop:

XnView is a fast, free program which resizes one photo or several and does a great deal more.

This microsoft image resizer program simply adds that option line when you right click on a photo in "My Pictures". There is no need to open a separate program if all you need to do is resize. The original is untouched, and a smaller version is created in the same folder.
