Hey guys, I've got a Retina IIS on loan for week to test whether I wanna buy it.
The shutter was sticking open below around 30th of a second. It would close after about 5 seconds.

Now it's stuck closed.

How do I get into the lens to oil it?
 
You do not want to oil the lens, it needs to be flood cleaned. The front glass needs to come out, meaning a spanner is required.

Unless the camera is very cheap, less than $50 or so, and you are handy with tools, I would pass. The Kodak Retina Auto III is basically the same camera with an Automatic setting. It also has manual over-ride. It is more common, and goes for ~$25 or so.
 
Tomalophicon, I bought the same camera a few weeks ago (and had it CLA'd b/c of a minor fault in frame counter mech). I've shot a few rolls with it and I must say it's a remarkable camera. I love that BIG and bright viewfinder. Focusing is so easy except for the tiny focusing tab, but I guess I'll get used to that. The Xenar lens is so sharp and nicely contrasty too. No need for a yellow filter with this one. Here is a sample from mine:
