The 28mm lens was notorious for the "white spots" that were seen inside the lens. Minolta at one time took lenses back in to repair the problem. Else, the lens is of Leica quality. The lens is not large, and is rather compact. The "blue" comes out beautiful without any filter.
 
You are thinking of the CLE M lens Raid, not the older LTM Chiyoko Super Rokkors from the 1950s.

I have not read a lot about the old Rokkors other than some of the standard focal lengths are well regarded. I would bet the 28 you are asking about performs pretty well relative to its vintage.

Yes, you are right. I have the 28mm-M mount Rokkor.
 
The 45mm 2.8 Rokkor sold at nelsonfoto for $100 with a new CLA )from David Murphy). No clue how good it, but I bet it is a good lens. It is difficult not to make a good 45mm lens.
