Rollei 35 B Meter

I just got a Rollei 35 B camera and have been trying to figure out the shutter speed compensation for the meter. I've found a manual for the Rollei B35 and it says that the dial is supposed to turn to select the shutter on the meter but on mine it won't turn. I'm probably missing something simple but I'd appreciate the help.
 
Firstly,
You have to have the lens extended before you can change shutter speed.
Also, the lens needs to be extended before you can wind the film on.

The plastic ring on the exposure meter, on the top plate should turn easily.

I figured it was supposed to turn easily but it isn't. Do I need to lift the ring up or anything?

You do mean this ring on the top plate?

You don't need to lift it or anything, it should just turn freely, with click-stops.
 
I would try a LITTLE bit of WD40 where the red arrow points, at the front end.
Don't let any get near the back end where the needle opening is.

Mine turns freely only when I use my fingernails. If I try to turn it with my fingertips, it does not budge. Sounds very silly, but it is worth a try.

Thanks that broke it free now it turns freely when I use my fingernails but it seems like it loosening up even more. I appreciate the help!
