Just received this Rollei 35 S but was wondering if any rollei 35 users out there can confirm whether or not the shutter blades stay slightly visible when fired attached a photo in bulb mode wide open also no those are not the aperture blades showing for clarification.

This is not normal and quite typical of the shutter not getting cocked in full when you use the wind lever. Your camera is in need of a little service. The culprit is the cams linkage located under the bottom cover, inside the film chamber. There might be a bit of sticky grime there. Nothing serious and nothing uncommon. If the camera is nice, get it serviced or DIY. I would say that the slow speeds might be a bit sticky, too.

I just checked against my recently serviced Rollei 35S. Your shutter blades show by almost 1.5-2mm, mine show by 0.25mm, so it may well be time for a CLA.
