I just bought an early, Made in Germany, ROLLEI 35 in as new condition. Other than all of the slow shutters behave like BULB.
2, 4, 8 and 15 all behave the same as B.
From 30 onwards it seems to be working fairly accurately.
Is this something I can address at home with some basic tools or do I need to go looking for a repair shop?
I'd appreciate any help...

Your Rollei 35 shutter needs a full service, the slow speed gear train is gummed up probably from many years of sitting. If you have the skills and the tools, you can service it yourself. But I'd recommend sending it off to a reputable camera repair technician for a CLA ... Advance Camera Repair in Portland, OR did one of my Rollei 35S cameras last year, and Oceanside Camera in Santa Monica, CA did one of them a year or so before that. Both places charged around $150 for the job, and the cameras both work like new now.

(Mechanical cameras—well, all cameras have many mechanical components, really—should be serviced every so often (usually about every 5 to 7 years in normal use) to stay in best operating shape. Lubricants dry out and dust/grime inevitably intrude and gum up the mechanisms.)

I sent the camera to a guy here in Japan that Jimmy Koh recommended to me for Rollei repairs. I had the camera back in 4 days running as new. Cost me about $70 including postage.
Running a test roll through it as I type this.
