Make sure you're getting battery voltage to the meter. I've encountered several old cameras that, when used with modern batteries, need a little metal shim in the cap (I prefer brass) to make good contact.
 
my meter isnt working. I took the top off and the wires are connected. What are my options?

- totally dead CdS element (quite rare even on early models - you should at least get the needle to move, even if it wouldn't go through the entire range even in very bright light, which would tell that the CdS element has become unusable, which is frequent)

- dead potentiometers (frequent, they are two, Hi and Lo, and can be replaced)

- dry and/or corroded solderings

- corroded wires

Assuming that the battery is good and properly installed. The only viable option today is the 1.5V 625U battery, with which you will have to adjust the Hi and Lo potentiometers for correct metering with a 1.5V battery instead of the original 1.35V one.
