Scanning newbie - what's all this "noise"?

I'm a scanning newbie and I have no clue what this "noise" in the shadows is. Help is greatly appreciated 🙂

The scanner is Canon 9000f, software is Vuescan, the image is jpeg created from a 48-bit color scan with 4800 DPI resolution. The film is Arista Premium 400, developer xtol, used as 1:1.

What did I do wrong to get this "noise" and how can I avoid it/minimize it?

underexposed neg.... make the blacks black

Are you using a 6-bit display? Have you tried printing the image to see if it persists?

Most probably you are trying to get detail out of areas where there is none left. You just need to set black and white points of the scan in the post processing (usually with 'Levels' tool). If you do not do that you will get a lot of noise from the scanner.
