Scanning Problem

Hello you all,

This may be a 3rd world country problem, but I am posting it here anyway, just in case someone has a solution.
I have been trying for a year to find agood scanning service but all I get is scratched negs and blured files, so I cannot trust local handwork.
I cannot afford an expensive scanner because imported goods are 3 times their value in USA or Europe.
I hope a really cheap solution could be available for me.

here in brazil I could find decent quality on the fuji frontier the popular labs have

I see there's a lack on shadow detail, but the overall quality is good!

Given the US balance of payments, the current exchange rate of the US dollar and the state of infractructure, I consider the US a third world country. Or at least very close to one...
