I'm not sure what you meant on your post. Are you saying that you do not actually have a paypal account? In that case it's a scam-spoof email and I would not click on the link.
You do not need to have any actual money in a paypal account to make a purchase. They are not a bank (although they like to pretend that they are). To make a purchase with paypal you have to have your bank account and/or credit cars linked to them. When you make your purchase, you designate how you wish to pay for it, and paypal deducts the amount from your bank account, or charges it to your credit card.
