I'm getting a persistent error message saying that "The administrator has specified that users can only post one message every 60 seconds."

Nope, I've been getting all kinds of messages and time-outs since the site was having its problems in March.
When I try and post something I get "Web site not responding", then if I try re-sending it, I get the message you're seeing, then when I check the thread, my first post IS there. So, I'd say your first attempt at the PM DID go through.
