Setting up small studio - advice on lighting

I'm increasingly getting into portrait photography, with most of my work being done on location. But I don't want to be utterly dependent on weather. So I'm giving serious thought to setting up a small studio in the attic I'm renovating. (it's essentially a third floor of the house, with a stairway that leads up to it)

I don't really want to go crazy with the lighting until I get a better sense of how much I'd use it. I'm looking for some advice on a small kit (2-3 lights) that I could use to photograph 1-2 people at a time. Most of it would be headshots, but I want the option to do full-body shots.
Sort of thinking about going with 3 monolights. But I haven't totally given up on the idea of a powerpack/head system.
I want something with decent modeling lights. And I'd love to be able to put it together for $600-$800.

Any brands, in particular, that I should consider or avoid? Do I really need three lights? Or could I get by with two? What should I be looking at, power-wise from the lights? Any advice would be appreciated.
