If I want to shoot hp5 at 800-1600 should I set my meter for 1600 and shoot as though it were is iso 1600 and then develope as iso 1600 or should I shoot at 400 and push to 1600?

Set the meter for 1600 and then develop the film using the times for 1600.
I use hp5 up to 6400 developed in DDX and get great actuence and nice grain, not too big. It does start to get too contrasty if you go past 1600 though.
