That's a strange one... I cannot make out the script on the rear. Kinda expected to see a Lotus logo. The roof shape resembles the newer Lotus cars. Might have gull-wing doors. Odd rear "window" and fin; can't see out the rear quarters. Could be rear/quarter cameras? Cute NACA duct on the top of the front bodywork. No sign of a front lid, so perhaps the whole front bodywork pivots up as a unit? Perhaps the same for the rear? Is it electric? Not seeing a gas-filler door or charging port...

With a little bit of sleuthing (thanks in part to Mike's high resolution Fujifilm GFX 50R images), I was able to find it. It's a Ken Okuyama Design Kode9. Definitely belongs in the nice new car thread.

Okay, Peter, I shall attempt to explain the lack of traffic. Please keep in mind that I am no expert on the subject, just an observer with an opinion.
Why no traffic?
Yokohama is a wonderful city, in my opinion the best city in the world! Period.
Yokohama has great public transportation. Trains, subways, multiple bus companies providing bus routes that crisscross the city. Taxis are plentiful, Rental bicycles are everywhere. Walking in this city [Yokohama] it's the most walking friendly city I have ever experienced; and I’ve walked in a lot of cities. So, why would anyone want to drive in a city that is so pedestrian friendly?
Also, driving a personally owned vehicle (POV) in Japan is not cheap. The cost of getting a driver's license, buying a car, automobile insurance, road tax, car registration fee, safety inspection costs, it’s a never ending money pit. Gas ain’t cheap either! Toll roads… guess what, only the rich survive!
I quit driving 5 years ago, many of the young generation have no desire to buy into the car ownership thing, not when there is such great affordable public transportation available. Hence, less traffic on the road in Yokohama City.
Peter, I’ve done my best to answer your question. Please let me know if you’ve taken the time to read this. I’d be disappointed if I wrote all this for nothing.

Here in our "World Class City" of Vancouver , traffic is one royal PITA . Public transit isn't bad , but there's not enough of it . They had to go for this extremely expensive sky train option years ago and lovely as it is , it's very limited in it's destinations . More buses would have served the general populous better , but then you'd have to hire drivers

I’ve been wanting to ask about the lack of traffic as well. All the photos seem like scenes from an area that was closed down to the public for a movie shoot. Thanks for the explanation, Mike.
It’s lovely, and I am envious to a certain extent, but here even people in the bottom ten percent demographic can easily own and operate a car, if not two. I know what all the trade-offs are which result from that, and I am not about to get into the argument that flares up because of it, but there are trade offs, gains and losses either way.

Also now wondering how many people in Japan have the specific and arcane knowledge necessary to wrench on an Alpine. It’s a different kind of car culture when there are not many cars, and many of them are rare. Would be hard enough to find an Alpine mechanic in Paris, I would imagine, would seem to be exponentially harder to find one in a locale which makes Alpine ownership even more prohibitive than elsewhere in the world. Just guessing.

Public transit makes sense when transportation is viewed as pragmatic necessity. For those who view autos as a hobby, fun, enjoy driving, want to show off... They might tend to choose flamboyant or unusual or exotic cars. Perhaps an explanation for all those interesting cars Mike spots for us!
