Has anybody encountered this problem before? The shutter blades are fully retracted inside the body. Is there any quick DIY fix? Or should I be thinking about a CLA, or just buying a new one?

I'm surprised a few gentle taps of the camera body won't release the shutter blades. You might also try gently tapping it against a hard surface, such as a table (remember, tap it gently, no need to pretend it's a hammer). This could release the shutter blades. I have a Pen EE-S with a similar problem, but the shutter blades stick open for only a few moments. Either way, your camera sounds like it could definitely benefit from a CLA, even if the blades close again. On vintage camera equipment, I don't really think that just buying another will solve the problem (unless the new camera was recently serviced). Why? Because the new camera will likely develop the same issues. If you like the camera, I'd say get it repaired. Heck, a CLA for the Pen EE is only about $50-$60. However, only do this if you like the camera and plan on keeping it. You'll likely never earn back your investment in the camera after it is CLA'd, so just be sure you'll actually use it.

Sticky shutter & aperture blades are fairly common for these Pens, and they'll need to be cleaned thoroughly (and in my case, several times) if they're to work properly/consistently. It's not a difficult job to do yourself if you're mechanically inclined, but can take a few hours. For me, the most difficult part was properly resetting the focus once the internal work was completed, which can be tricky w/o a bulb setting (it's do-able, but not what i'd call a 'good time'). I can direct you to further info on the procedure(s) if you're interested...

The EE-series Pens have surprisingly great lenses, and aside from the these issues, they're quite dependable. I overhauled my Pen EES-2, which had both of the aforementioned concerns, and it now works like a dream. If you're looking to have someone else take care of your Pen, John Hermanson at Camtech is your man.
