I think you should first dramatically improve the prevention of such problems before thinking about spotting.
If these are only dust on the neg, you should blow some air on the neg once it's in the neg holder.
If these are on the neg, you should work on the quality of last wash, or the filtering of your chemicals.
Once your last washing is good (distilled water, photo-flo and a pich of alcohol) you should get only very small drying spots on the back of the neg, which can be cleaned easily but carefully.

I was certainly there, wearing my RFF cap and a nametag. I'm afraid I can't put a face to your name yet. I'll probably be at the next fair too (14 November) but I don't think I'll be selling this time.
