By minimal agitation, I mean 30 seconds initial constant inversions followed by 3 inversions over 10 seconds every 3 minutes.

The reason I do this is because I develop up to 50 rolls at a time, using 3 (5 roll capacity for 120 film) large tanks going at the same time. It would be difficult to invert every minute and keep on schedule for all 3 tanks simultaneously.

I've gotten good contrast/development (I wet print using a VC enlarger, sorry no digital/scanning) using Neopan 400 shot at 200 and Rodinal 1:50 at 15 1/2 minutes and print using Adox MCC 110 FB VC paper.

Does anyone have starting time recommendations for Fuji Neopan 400 shot at 200 using Xtol 1:1 diultion?

The MDC times for usual agitation for both Xtol 1:1 and Rodinal 1:1 for Neopan @200 are similar. Given the differences in developer, would 15 1/2 minutes seem resonable as well?

One way to know for sure: Run a test roll.
My Xtol & Rodinal experience is with continuous agitation. And Xtol @ 1:3. Sorry.
