Strange "texture" on my negatives?

Hey all!

Yesterday I developed two rolls of HP5 in D76, as I've been doing for a long time now, and noticed that the "upper" part of the images have some kind of blur/cloud/weird texture thing, I don't know how to explain it properly so I will attach a scan:

What is the cause of this? Is it temperature in dev?

Does not look like an abrupt temperature change, a.k.a., reticulation. Looks more like insufficient fixing time, or, insufficient agitation during development.

First, I would suggest trying to re-fix with fresh fixer, and see if that helps. Good luck.
 
The top one looks like the bubbles during the developing (caused by too intensive agitation?). I have seen it before on my negatives, mostly on 120 film. Is it MF or 35mm?
 
The sky in the first picture looks like there were soap bubbles in the developer. I have had that happen when all of the photoflow had not been completely rinsed out of the developing tank. Also, the height of the developer in the tank was not high enough to get those bubbles out of the way of the film. Now I make sure all the chemicals from the last batch are completely rinsed out of the tank before using it again.
