Well, one would be a sculpture and one would be found art, so they wouldn't be "art in the same way," no. Just as David isn't "art in the same way" as a photographic print or a documentary film or a painting, etc..

How is the hypothetical pebble being exhibited as a work of art, out of curiosity?

I think these googlestreetview pictures are indeed art. For me they show the randomness of life and also remind me of the question: "If a tree falls and no one hears it, does it make a sound?"
