I don't have the lens with me right now, but I believe that there might be 3 tiny screws on that ring that is out of alignement, if so they would need to be unscrewed just enough to put the ring back into the right position and then tightened again
edit: I remember one Takumar lens of mine that had not it's position changed but a loose scale ring and tightening tiny screws solved the problem, but it will depend on the lens and it may not be all that easy for every, see:
