That's happening everywhere. Even papers that are staying in business are cutting photo staffs to the bone. Last week I talked to a photographer I know at one of the local papers, and she said that the paper only has two photographers now. All the rest (I think there were 6 a few years ago) are GONE.
Photographers are expendable now that we have blogs and other places where images can be harvested for free or little money at all. That and the new market model of simply buying images from Getty for so little does not help since now one photographer can supply the needs of all the news outlets for a story.
