Temp for Mixing Chemistry

Hi I'm about to try my hand at mixing up a batch of developer and I have a proper scales, ingredients, and weights needed. My question is at what temperature should I mix the chemistry? Room temperature? I've used Kodak powder developers for many years and they must be mixed at 125 F. What about the raw ingredients I got from a place like Photographer's Formulary to whip up Thornton's two step developer? Any help appreciated. Phil
 
Normally, for dissolving pre-packaged developers, just a little to hot to dip your hand into comfortably. For 'home brews' this should speed matters but room temperature is normally OK too.
