Well I just checked the Hektor on the M4-2 using the adapter, and it needed a slight rotation to adjust the tripod fitting and the focus cammette. When adjusted for the IIIf, the lens also fits correctly on the Canon IIP.

Bummer! No, I couldn't see anything in your teardown pix that suggests any way to adjust the position of the mounting threads relative to the lens barrel, which seems to be what you need to do: Ideally, you'd be able to turn the lens head vs. the threads so that when the mount is screwed firmly onto the camera, the coupling tab is centered on the roller on the body's RF coupling arm. But maybe Arco was so confident in their precision that they didn't see any need to design in any adjustments...
A thought, while you're waiting for someone to lend you an M3: Do you have a screw-to-bayo adapter handy? As you know, these have an arced cutout for the camera's coupling roller, so you could use the adapter as a surrogate M-mount to see whether or not the focusing tab lines up correctly with this cutout.
I think there may be something in the theory that the lens' mounting thread may be incompatible in some way with Canon's body thread. The Dechert book says Canon used a different thread profile (shape of the threads viewed in cross-section) than Leica did, and while most lenses have enough clearance to fit onto either, maybe Arco's don't!
Did anybody see the Sci-Fi Channel's Original movie about the old camera with the alien life-force that possessed it that attacked and ate camera repairmen? Not that it has anything to do with THIS camera!
The infinity could have been knocked off by the window knocking around in there, but: Joe, did you ever notice problems at infinity? I have noticed, especially with 135mm lenses, that infinity can be off with the lens. I have two lenses with the RF coupling arms that I had to build up the arm of the lens to correct for infinity. This camera worked well with my 10.5cm Nikkor, 135mm F3.5 Canon, and 50mm F1.4 Canon.

Victor: There are three mysterious grub screws down near the bottom of the lens barrel that I've never discovered a use for... It wasn't obvious what they were for, so I never undid them. Just by looking at the barrel, I can't see how they would help, but what do I know! I will definitely check those out this week.
jlw: I suspect the Arco threads are the issue. The lens does mount now, it just needed some convincing.
(No damage to the camera Joe, don't worry!)
Brian: I don't know what screwed up the infinity focus, but it was out with more than one lens. It's an easy adjustment.

Well, those three mysterious screws weren't all that useful. They're for releasing an outer sheath of sorts, onto which the focus mark is printed. There's just no way to move the focussing tab, and therefore, this lens just won't work on the 7.
I started a roll in the camera using the 75 to try and verify the RF setting, but due to some big events going on at work, haven't done squat with it... So here ends my experiment. I'm still willing to use an M3 for testing if someone feels like sending one along.
