Maybe because it looks ugly..
The valve-ish focus ring is just too close to camera body. It gets better when focusing with gloves though. Sadly 61 is the only FSU M39 lens with click stops.

It is a bit of an ugly duckling! And my '62 chrome Jupiter-8 looks a lot nicer, for the same money. Would be nice to have the click stops on it though.
I need to take the Industar apart and give it a CLA. The focus has got way too stiff to be useable now. But having had the Jupiter-8 apart and given it a full overhaul I can't see myself getting round to the Industar any time soon.

The I-61 is a great lens, but the focus ring is a little close to the camera body for easy use. This might just be the answer.
