Let's simplify things and get to the heart of the matter: The role of the photojournalist is to document the events he/she sees.
Since photojournalists are also human beings it seems to me that while documenting events, they also have a responsibility as a human being to help those who are injured or otherwise in need of help.
JMHO (though some might call that outlook "unprofessional" or "pollyanna").
