Can't help but think that the "best" photo from the Vietnam war should include at least some Vietnamese. Over a million of them died in it; choosing a photo that features exclusively American subject seems kind of narcissistic.
I agree w/your point about the neglect of the Vietnamese perspective, but I'm pretty sure the article headline was working off David Douglas Duncan's opinion that it was "“best picture yet" (April 1968) of the war.
