Lest I seem overly critical - I also believe that it's all about what works for you, what you want and whether your results meets those needs. I was actually trying to reinforce that idea - you can push with any film/dev combo, it's just a matter of whether you like the results. I don't like your particular results too much, but that's me.
The one thing I will say that I think you did well in this shot was to include the mulitple lights. It allows for the fog to seem like fog, and not just...some kind of fuzzy grey thing. You want something in the foreground and background to give it that feeling. The shadows on the right are just a bit too deep for me. Especially since you got that great light on the wet pavement in the middle. Just a bit to the left...would've been great for me.
