Tomio Seike Japanese photographer

I don't know where to place this query but here goes. Does anyone know anything about the technique and or equipment of the Japanese photographer Tomio Seike? His work done in Europe has a mysterious quality. Hi Paris shots certainly are different from anything I have seen.
Even if you know nothing of him have a look at his work.
