We have so many stickies at the top of this page that relatively new threads are being pushed off the bottom. Would it be possible to have a stickies page; or, perhaps, eliminate stickies that aren't hit much?

If it was me, I'd de-sticky:

Why? I think most questions could be covered in an FAQ link instead of a sticky.
Some clssified manners suggestions for sellers
Why? Not a whole lot of useful info in the thread.
Why would someone be banned or removed from the forum?
Why? I'd say any important stuff in that could be moved to an FAQ link.

Are "stickies" just to massage a few egos? Eliminate them - why should they take up space longer than any other thread?
