Yes, a select few photos keep recurring, while the vast majority of shots never come up any more. I'm sure it is not intended to work that way. You can hit the reload button all day long, and you get pretty much one of two sets of photos, alternating. Maybe that needs to be looked into.

They’re good pictures, though. There’s that.
I’m sure this problem will eventually be fixed.
