Nicca / Tower flash sync question if x is for electric flash are all other speeds able to sync with focal plane flash bulbs?

If it's to be believed, then at 1/25 or slower it X syncs, for electronic flash, and above that the sync is good for FP bulbs. FP bulbs were special flash bulbs with an exceptionally long burn time. The usual #5 or #25 won't work with higher speeds.
