Ugly spots on c41 negatives

I was in DC recently and I was shooting some tmax 400 until I ran out. So, in a pinch, I thought why not stop in at CVS and pick up some C41. The CVS 200 is rebranded fuji superia HQ so why not?

Then I got the negatives back. They are obviously scratched, but they are also really dirty. I scanned them but they look like cuss. Then I took a closer look and I got to thinking are they dirty? or underdeveloped/ under washed? idk.

If I wanted to rid these negatives of this gross spots, can I run them through some photoflo? or does this look like a different probllem to you?

Sidenote: I really stink at scanning.

I'll second digging the picture. It's got very cool contrast>

I hate CVS processing. Otoh, I like Walgreens' processing. I talk to the folks running the machine at Walgreens and they seem to take pride in their work. At CVS, the kids who take the film don't seem to know anything about how it gets processed, although the machine is right there. It seems that they have someone who goes from store to store throughout the day and does the film processing.
 
I do, but this would take FOREVER to do. I think i'm going to take the least important frames and try rewashing them. See how that works out.
