I picked up a Voigtlander Vitessa L at a yard sale with a reasonably clean-looking Ultron 50mm/f2. I would like to try and use it. Everything seems to work, except the rangefinder; I think I can see a faint second image but it does not stir as you move the rangefinder wheel.
Would anyone recommend a reputable person who can fix and calibrate the rangefinder for a reasonable price in NYC (or by mail)? Perhaps the lens would like some cleaning on the inside too.

Not far from you at all is Essex Camera, in New Jersey. They have established a reputation over the years for doing exceptionally good work at reasonable prices. If I couldn't work on them myself, it is one of only three places I would consider sending one of my babies (Chris Sherlock, Mark Hama, and Essex). http://www.essexcamera.com/

I guess I must mention that Eddie tried to fix the broken rangefinder part and was not successful.
Essex did an excellent job, though. I also know that Mark Hama is very good, but his turnaround time is unpredictable and can stretch into months.
