Voigtländer 18mm Color Skopar.

I saw a picture on the WWW oft the 18mm Color skopar for M39. Are there any more infos about this lens?

That has been prototype only, few of them are around.

I saw and handled one at photokina a few years back. But it would compete with the 18/4 Distagon, which is an excellent lens, which is (I assume) why it never went into production.
