Voigtlander Perkeo II Question - For Perkeo Owners -

I just picked up a Voigtlander Perkeo II, that just had a CLA. When I open the front cover and pull out the lens, if I look inside, under the lens where the little tripod disk and bushing protrude up through the bottom plate, there appears to be some sort of dried brown 'goo' or rust.

Is is possible that this piece that protrudes through the bottom plate is glued in?
