yes, they do (or can depending on breed, not sex)). Horns are bone, and males and females both have them. Antlers are male only and are not bone - they get shed every year and re grow (deer , moose, elk etc).

In my pic above that Hereford Cow had horn weights put on when she was very young which causes the horns to grow downward, making the cattle safer to be handled. The other way they can be dealt with is by burning the emerging stubs with a hot iron at branding time (STINKS!). Sometimes a caustic paste is applied to the horn stubs of newborn calves as well which does the same thing as burning the root. Weights are more traditional and preferred by those with pure bred lines.
 
I've had to explain this first one before since it's not immediately apparent, so... the dark in the foreground is the silhouette of a girl laying on the ground taking a shot of the model. I was behind her with my M3 and snapped this pic.
