This was taken at grounds in front of a movie hall, full with local youth in Sitamarhi, Bihar State in India. Bihar historically is an ancient hotspot of science, mathematics, astronomy, commerce and religion and Sitamarhi the birthplace of Sita, the main character of the epic Ramayana. Today however it is one of the poorest areas of India and, obviously.., foreigners hardly make it there.
