Water spots on Orwo UN54

Has anyone else found this film to be more susceptible than other films to water spots? My process is Rodinal 1+50 for 8 minutes, Kodak indicator stop bath for 30 seconds, and Ilford Rapid fixer (1+4) for 5 minutes. I use the Ilford wash method (5, 10, 20, 40), followed by a rinse in water + 5 drops of Photoflo. I have been using a similar process with Eastman Double-X, Plus-X, and Tri-X (I use HC-110 H for Tri-X) for a number of years and with these films it seems that I have the water spots under control for these films.

The only other film which has given me trouble with water spots is Polypan-F. What is different about these two films that they should have more water spots and what should I do differently? I believe that I can eliminate water quality as an issue since I have done four or five rolls of Tri-x within roughly the same time frame that I developed my last two rolls of Orwo.
 
Peter, I haven't had any trouble with water spots on the ORWP 54. On one roll there was some severe "spots" (clear spots in dark areas) - but I put that down to mishandling when I loaded Nikon Cassettes with it and it was only on the leader and the "starting frames anyway.
Maybe up the Photoflo a bit and do a "swipe" when it is hanging up to dry. I suspect that some emulsions and filmbases are more sensitive than others. Tech Pan and Acros 100 can pick up a lot of spots if you dont watch it.
TriX seems impervious to anything like that as does the XX.
