Who is Dr. Kandell? Odd picture; looks like it was taken in a studio with a fake Alps backfrop.

Yup, M3 fitted with goggled 35mm lens.
I'd recognise it anywhere, even if I was blindfolded in a coalcellar !

Why goggles? Was it because the certain leica in production at the time didn't produce the right frame lines in camera?

M3 doesn't have 35mm frames. So the goggles adjusted the viewing angle so the 50mm frame would appear as 35mm.

They work on other Ms as well, cuz they pull up the 50mm frames in all Ms. But they are especially good on an M3 since the view is larger.
